Inspecting and Analyzing the Collection and Recycling systems of Waste Batteries and Waste Lamps, and Evaluating their Effectiveness

The project period was from Jan 25, 2016 to Dec 31, 2016. The information of LED lamps, OLED lamps, high energy batteries (secondary Li), car batteries (for electric or hybrid car use) and Li-Fe batteries had been investigated and analyzed for the evaluation of collection and recycling or regulating as recyclable wastes. There were 148 types of button cell batteries qualified for the green fee rate since November, 2016. The sampling and testing works of 150 batteries and 50 lamps had been finished. The results of battery testing showed that the mercury content of all Mn-Zn and Alkaline batteries complied with the standard, but there were 3 samples’ cadmium content over the limit 20ppm. For the inspection of button cell’s green fee rate, the mercury content of 2 samples was over the limit 5ppm. The unit weight of mercury content calculated by average testing results for the compact fluorescence lamp was lower than the regulation standards. By recycling waste batteries with the arc furnace, the waste treatment plant Katec Creative Resources Corp. already applied the extension for its treating permit and didn’t get approve yet. Another waste treatment plant Taiwan Steel Union Co., Ltd. already passed the pyrolysis test for the battery treatment and applied the environment impact assessment report. Two reviewing field surveys for the waste lamp and the waste battery recycling plant had been held. For the mercury distribution within the waste lamp recycling plant, the sampling and testing works had been carried out in mid-September and provided the recycling plant with suggestions for the further improvements already. For the poster, the collection of waste LED lamps which will be regulated as the recyclable waste since 2017 should be considered as the main designing point. And the citizen, municipal cleaning crew and collectors should be the educational targets. The waste LED lamps will be recycled through the current collection and recycling system. For the recycling of electric car batteries, the educational targets are the vehicles maintenance shops which usually discharge waste car batteries. The poster can remind the workers that electric car batteries are recyclable and do not throw them as the municipal solid wastes. The 2015 exhibit of the achievement for subsidizing the inventing and researching of regulated recyclable wastes collection and recycling had been held in NTUH International Convention Center on 13th Sep, 2016. The main subjects will be environmental design and resource recycling.
